Unable to find FastDev servlet

My installation of JIRA 5.0 does not have an instance of FastDev installed. Is there a way to install it without having to do a complete reinstall of the application?

Fastdev is not part of JIRA downloaded version. It is available only when you develop a plugin using Atlassian plugin SDK. After you run atlas-run, you can reach fastdev at

http://localhost:2990/jira/plugins/servlet/fastdev
