Unable to edit groups or add users to groups

We use LDAP with read-only permissions to pull users. Previously I was able to manage local groups to add user but now I am unable to. When trying to manage users the groups link under Operations is missing. If I go to manage Groups, Adding Users is disabled. Can someone help point me in the right direction?

Looks like I had some over zealous Server Administrators who restarted the whole box, when we had a memory lock. Restarted JIRA service and everything is working.
