Hello!
I'm a site admin on my company's Jira cloud instance. When the previous site admin left the position a few months ago our IT group deactivated their account across the board. I'm currently trying to edit some dashboards and filters that they are the owner of but I can't. I can copy the dashboards & filters but not edit them, I can't even change the owner over to myself.
This is causing some headaches as you can imagine. Does anyone have any solutions I can try? I've been working on this now for 2 days with no success.

Hi @Donna Bates , can I ask which screen you are going to to edit tge dashboards? Are you here...
https://xxxxxxxx.atlassian.net/secure/admin/dashboards/ViewSharedDashboards.jspa
if so when you click on the ellipses to the right of the dashboard what do you see?

I go to our main dashboard screen (full listing of all dashboards) at https://xxxxx.atlassian.net/jira/dashboards
On dashboards I DO NOT own I see this:

I clicked on the link, was directed to request access, which I did; once I received the email to verify my email I can only get to screen which state: "We already notified the admin of your access request for Jira on xxxxxxxx.atlassian.net."

Hi @Donna Bates , so the xxxxx needs to be replaced by your domain site. Basically, if you click on the cog/gear in the upper right corner, and then select system, then in the side bar, go to shared items and select shared dashboards.

Fabulous! I've gotten there and now I can FINALLY change the owner over to me.
Thank you!
Is there a way to also change the filters owned by this past user the same way?

Yes. In that same sidebar you will see Filters. If the filter was indeed shared, then you should find it there. Please consider accepting the answer here whats you're good to go. But feel free to ask clarifying questions glad to help.

There is a setting that you need to configure to be able to share and edit dashboards but that will require JIRA Admin role in your account. This is different from site admin account.

I'm already an org admin and I've already played with the share dashboards permission and that's good to go, but still can't change the owner.

Hi Donna - Welcome to the Atlassian Community!
Are you able to grant yourself Jira Admin permissions? That should allow you to change the owner.

I'm already an org admin and I can't change any of the former user's dashboards or filters. I can copy them but that's it.

Being an org admin or site admin does not give you super powers. You still have to go by the permissions granted. Jira admins can update the global permissions to grant users the ability to modify the owner of a filter or a dashboard.
