Unable to edit category when configuring issue fields

Am trying to add categories field but doesnt allow me to edit or add in any categories, it says to "choose a category using a popup picker window"

Welcome to the Atlassian community.

In Work Management projects you don't defined the values for the Category field on that screen.

Instead you add the values directly into the field on an existing issue. As you type in a value the pop-up will show you any possible matches and give you the option to create a new Category based on the value you are typing.
