Unable to do any administration.

It seems broken. I am administrator but can't browse any of the selections. It says "You need permission" and a dialog box that says "Something went wrong, please try again later".

I need to deactivate former employees and add new administrators, but none of those pages work.

You need to have Org or site admin permissions. Do you see the Cog in upper right and if clicked do you see User management? If not then you don’t have the necessary permissions. Screenshots might help.

That looks like it, thanks. The guy who set it all up has left the organization so I'll need to get his login.
