Unable to delete test case in Jira

I have a new Jira Software installation where some data was imported from an older version.  When I create a new test and then try to delete it I get the error shown below:

Installation info:

Jira Software version: 8.5.6

OS: Windows 2019

Zephyr version: 5.6.1.56108799

I have checked permissions and I have access to delete tests and I have tried with an admin account without success.
