Unable to create new test cases in Jira as of 6/8/2020

Unable to create new or clone an existing test case as of today

STR:

1) Go to your Project URL

2) Navigate to Tests tab

3) Check the box to an existing test case

4) Click on ... and select Clone

5) Alternatively try to create a New Test case

Expected: Able to Clone or create a New test case

Actual: Web site spins, no test cases are created, after ~30 mins they show up on the page
