Unable to change date picker format after updating advanced settings and jpm.xml file

we've updated the date picker formats as below 

also modified the jpm.xml file with the configuration 

restarted the jira service 

still date picker displays as mm/dd/yy 

would like to know why and how to solve this, thank you! 

jira.date.picker.java.format: yyyy-MM-dd

jira.date.picker.javascript.format: %Y-%m-%e 

jira.date.time.picker.java.format: yyyy-MM-dd HH:mm 

jira.date.time.picker.javascript.format: %Y-%m-%e %l:%M

JIRA Settings > System > Look and Feel
