Unable to add new user with free account

Hi

I create a new free account in JIRA cloud 

I imported data from a previous platform. The export/import seems to work. I see my data. 
I import 1 user. So they are 2 users on the platform.

Now I try to invite a new user from the admin (https://admin.atlassian.com/). 

I always have an error

When I look in the console I show a 400 error with this URL https://admin.atlassian.com/gateway/api/adminhub/um/site/#######-######-######-#######/users/invite

Just for us to better understand and help you with this issue, I would like to know if on the administration it shows if there is one more license available. Please, go to Product access on "Administration" and check how many licensed are available.

When you click to invite the user, does it show any error in the UI? If so, can you please send us a screenshot?
