I tried to add a filter to the backlog filter, I have administrator permissions,
but when I go to board settings, filters I dont have a edit mode, just view of all the exist filters.

In order to add different filters to the backlog, it's necessary to go to Board settings > Quick filters.
I can see that you are a Jira administrator, can you please confirm if you are listed as an Administrator on Project settings > People?
Is it happening with other project administrators?
