Unable to add a jira board administrator

I'm trying to add a new person as an Admin on a jira board and keep getting an error message.  I am choosing from the drop down so I know it's a valid user.

Can you check with a JIRA Admin and confirm that the user has actually logged into the JIRA instance?

I have found that if a user has been added to the JIRA system and has been granted access to the JIRA Software product they will be selectable in such user lists. However, if they have never logged into the JIRA system then the message you saw will be displayed when you try to save the change of adding the user as an admin for an agile board.
