Typical user can invite more people to the JIRA. Due we start implementation in part of the organization we need to have better control over it. How to block "invite a user"

can you verify one setting for me in your site settings? Site access can be configured to allow any existing user to be able to invite others, I guess your site access has been configured like that. See the attached screenshot from my instance:
Please check the site access settings and let us know if that already solved your issue :)

That is indeed something you may want to avoid. As a site/org admin, open admin.atlassian.com and for your site, navigate to Products > Site access.
On the tab User invites you should be able to disable that option:

That solves my issue. Anyone can invite - but someone need to review and accept. That's what I was looking for.
