Turn off email notifications for a single user

I've read several posts but haven't found one that fully answered by question- I have several specific users who do need access to view tickets, but do not need to get any email notifications. Is there a way 1. for a user to turn off their own email notifications globally, not ticket by ticket (ideal solution) or 2. for our admin to turn off email notifications for specific users?

You would need to devise a scheme to eliminate them from the notification scheme. For instance, have two project roles. You could set your notification and permission scheme so that one role gets the emails, one does not. Then put your members in the appropriate role based on their need.
