Trusted Users - Can permissions be edited?

Hi, 

I want a few SMs to have all the permissions of a 'trusted user' except for the ability to add / delete users.

What is the best way to set this up or somehow revoke that permission from trusted users?

The permissions are not that granular.  You can't remove bits of them like this.

Instead of taking away permissions is there any other way of building another user type and granting permissions?
