Tracking tasks dependencies with another task

we do product development with change management process and patch management process. Both the cases we do require to manage sub-tasks tracking for a change development/fixe then only we can mark them as completed 

According to our design document of the change, there are many development tasks.  & development resources are assigned to them. The workflow status should be marked as completed when all the tasks have been completed by the development resources. How do we implement the change management process using the JIRA workflow?

Per your description, It seems you are splitting your development tasks into smaller sub-tasks and configure a condition where the development task can only be transitioned when all its sub-tasks are finished. Have I understood it properly?

If I have properly understood it, you can use the Sub-Task Blocking Condition to achieve your need. Here are the steps:

- Navigate to your Project > Project Settings > Workflows > Click to edit your workflow

- On Diagram mode, click in the transition that leads to your last status (Green color) > Conditions

- Flag the Sub-Task Blocking Condition and click to add it

- Select the statuses where the sub-tasks must be configured to allow the parent task to transition.
