Total time spent in an issue differs from logged by users. How to recalculate?

There is a ticket where total time spent differs from what is logged in and I`m wondering what caused that and how I can fix it.

It is a regular issue without sub-tasks.

We also have Tempo Timesheets installed.

But in tempo I see this

Making a SQL query points me that Tempo shows the right amount of time logged.

What can be done to force jira to recalculate logged time?
