Tools Drop-down menu only shows Projects

Currently I am trying to edit a project that I am creating.

When I click on the Tools button on the top right of my page, only "Projects" option shows up. I am wondering if anyone knows what caused this.

You only have "project administrator" rights, not system or Jira admin.
