Title: [URGENT] Unable to create Jira Cloud site - cannot contact support due to no site URL

I am unable to create a new Jira Cloud site.
Steps to reproduce:
1. Go to Jira Cloud signup page
2. Enter my email and personal information
3. Enter a site name (e.g., wanghan117.atlassian.net)
4. Click "Continue"
Expected result: Site is created successfully
Actual result: Error message appears
Error message:
"Something went wrong on our end. Please try again. If this keeps happening, contact support. (Issue ID for Atlassian use: Anonymous ID: f0b9ba8b-27cd-5dbc-89e2-3cfa95e53fa0)"
What I have tried so far:
- Using different site names
- Using different browsers (Chrome, Edge)
- Using different email addresses
- Clearing browser cache and cookies
- Trying at different times of day
The key problem:
I cannot use the normal support contact form because it requires a site URL. However, I do not have a site URL yet because the site creation process itself is failing at the very first step.
Could an Atlassian team member please look into this and help me manually create the site?

This happens quite often when trying to create a site. Just try again later (sigh).
