My board (team-managed project) has estimation set to "Original estimate" (time tracking). Issues in the sprint have original estimates filled in (e.g., 1 hour on SCS-59).
Two problems:
1. The Sprint Insights panel burndown chart does not reflect these values. It appears to default to story points regardless of the board's estimation setting.
2. The active sprint board does not show a total estimate for the sprint, despite issues having original estimates.

Is this a known limitation or a bug?
As Radwan already explained, this is a limitation of Jira Cloud.
I also performed a quick test and confirmed that the Sprint Burndown chart is not displayed in Insights. Instead, Jira Cloud indicates that only Story Points or work item count are supported.
You could try the following instead:
If you're open to using a Marketplace app, you can install one that provides this functionality.
For example, our Great Gadgets app includes a powerful Sprint Burndown Burnup Chart gadget that supports all types of time estimates (including Original Estimate), as well as Story Points, work item count, and custom numeric fields.
On its Data tab this gadget offers also a sprint report with detailed information.

I do appreciate your suggestion. However, this is an EXTREMELY frustrating limitation. I expect that I can see my burndown in the estimation method I chose in my settings. Not that I have to perform extra steps and have to go to a separate place to see it. I setup my entire board with the expectation I could easily manage my burndown in hours :(.
Since I am not authorized to install an outside app this option is not available to me.

Also Jira won't let me add the Sprint burndown gadget to my board. I am endlessly frustrated.
