Hello Annie, it really depends on the goal you want to achieve.
Keep it lean, but if you want to do reporting about deliverables based on dates or time, i would not recommend to have "all to all" transitions in workflow. Then I'd rather make it strict, but at the end when you have to make quarter report - results will be better,
