So regarding Timesheet reports you do not have a native solution from Jira. But you have lots of other external plugins that you can avail.
You can install additional plugins from atlassian marketplace if you have system admin rights in your Jira instance.
Cog --> Add-ons.
Search for "Timesheets".
We use this and it is proved to be very helpful.
As far as adding gadgets, if you mean the dashboard gadgets, you can get it done straight from your dashboards, by clicking on add gadgets. Gadgets must be linked with a respective filter to be able to fetch your data.
