Time spent since a custom date field

We have contracts that we need to bill T&M after a specific date; all time logged up to that date is not billed.

Is it possible to:

Calculate total time spent for work logs that have a date > = a custom date field? or
Evaluate issues to at least identify only those issues that have time logged on or after that custom date field date?

Just filter out the issues first, then get the logged hours.
