Hello,

User cannot log in to jira, I see that "This user has no application access and won't be able to log in until added to an application." in user management.
Why? What I need to do?

Please note that a user must belong to a group assigned to an application to be able to log in and access that application. When you create a user for a Jira application, that user is automatically added to the application's default group (ususally "jira-software-users" group).

Please make sure that this user in your scenario is assigned to atleast one user group like "jira-software-users".

Next switch to Administration> Applications and click on Application Access.

Now check which user groups have access to your Jira application and the user with which you are facing this issue is a part of one of these groups or not.
