The server is taking too long to respond (browser)

Hello all
i have jira link from client who is in from USA and I am from INDIA. when i enter that link on browser i get a error message that ther server is taking too long and connection time out (please check attached image for message). I am using latest Firefox version and tried both laptop and Desktop, but no luck.
could anyone help me in this?
