The new user tried to login to Jira. He fills login and password. Jira shows the following page:
However, the Next button doesn't work even if you changed the avatar.
The problem is reproduced on different browsers. The console is clean (no errors). Confluence works ok.

I believe your Jira is restricted only to certain people under a particular group,
If you are the Jira System Admin / Jira Admin, navigate to the link <Jira url>/secure/admin/ApplicationAccess.jspa .
Check whether the user belongs to that particular group configured in Jira
Yes, it's ok. We have found the workaround by disabling the Welcome page. We still don't know what happened.
