Existing groups in Jira Server will be migrated to Jira Cloud, even if they don't have any members. Have you read anywhere that those groups would be eliminated i.e. not migrated?
No, but I had the doubt if it was going to be migrated or not, since I was not sure if a user does not belong to any group or project, if it would be migrated as well.
