Please provide more context, in what relation is this billing?

Monthly price, based per user, this is based on tiers of users in your instance.

Jira, Standard, Monthly
(USD, Default, 15-10
2025)
93 users

Amount:  USD 841.65

Tax applied is 0.

Needed to know why cost per user is 9 instead of 7.9

price per user for Jira on a standard plan , up to a 100 users is 9.05 per user/ per month.

Source: https://www.atlassian.com/software/jira/pricing 

If you enter this page by default the price is set to 7.9, but the tier is set on 300 by default on accessing the pricing of Jira.

Thanks Marc! got it. So the 7.9 was showing for 300 users. Changed to 93 and shows 9.05.

Correct.

On the page you can also change the tier to see your price per user.

You can also pay per year, this will save 2 monthly payments
