Without changing any setting for the past several years, the Description field which normally appears in all of my issue screens suddenly was moved to a "More fields" section at the bottom of the issue screen.
I checked with the other users in our company and they are seeing the Description field displayed in the correct location; I am the only one having this issue.
I have tried all of the normal customization features both personal and project - nothing. I can get the Description to disappear (as one would expect) but adding it back in to a normal screen never changes.
Any insights would be appreciated.
All, thanks for chiming in. I have been on Atlassian support and we determined that the issue was in Personal Settings/Hide unused fields when creating issues/Enabled.
I was told that it is a new feature that has been rolled out and that is it on be default -> moved it to Disabled.
Does not explain why my co-workers have not seen this issue; but I am grateful to have the issue resolved.
I assume it was due to it being in "Personal Settings", however, why was Description turned off by default for you and not others is odd.

Because those settings are personal, affecting only you. And the resulting customization generated by Jira is also specific to you based on the fields you commonly fill in when creating issues.

Does this affect you for all issues types in all projects?
When other users who say they are not experience this, are they looking at the exact same issues as you?
The positioning of fields on the screen is governed by the Issue Layout, which is project specific and may be issue type specific (depending on the sharing of Screens between issue types in a project). Issue Layout can be copied from one project to another, where the same Screen is used in both projects. Users with the Administer Project permission in a project can change the Issue Layout through Project Settings / Issue Types.
Have you reviewed the Issue Layout for the issue types in the Projects where you are experiencing this?
Have you tried another browser app? A private browser window? Clearing your browser cache?

This is a puzzler.
Can you provide a screen image of what you see, and get a screen image from another user looking at the exact same issue showing that they don't have the same experience?

Not sure why a browser setting would specifically hide/move Description, but, have you tried another browser, incognito mode?
Have another user login from your computer, try logging in from another computer.
See if you can isolate the issue to Atlassian vs a user/browser/cache thing.

Hard clear and refresh, another user log in, ..., same behavior.

Another user logged into your computer and had the same "no Description" that you have, yet on their computer they can see Description?
You have narrowed it down to your computer. Request a new one. :)
What you haven't ruled out is some browser plugin that is messing with Jira. Seems unlikely, but see if you can rule that out by using a different browser.
Also, can you log in from a different computer and see the Description? I think you have limited the symptoms to just your computer, but this would confirm it.
