Why does the Day portion of the Date in an Exported Excel CSV file have 3 digits, e.g.:
08/231/2021 9:35 AM
Every Exported Excel CSV file that I've generated has this issue. PLEASE FIX THIS ISSUE!!!
Check if the format of date-time values were customized.
Note that Aug 1 is the 213th day of the year, so "231" in your example would fall to August. I reckon that instead of "day of month", you are accidentally using "day of year" there!
If you can't fix this that way, as alternative you can export to Excel then to CSV with the Better Excel Exporter app. This is a paid and supported app developed by my team which exports timestamps with millisecond precision and custom formats.

I don't see that happening when I export the Created Date/Time field.
Are you seeing this from built-in System date/time fields or custom fields?

What is the language setting for your Jira instance, and do you have that same language selected in your Personal Settings? In my instance the settings are both "English (US)". The problem may be associated to the language settings of your system.
As I was not able to reproduce the problem in my instance (which is also Jira Cloud) that suggests the issue may be specific to settings in your instance. Did the export previously generate correct data? If so, has a Jira Admin changed something in your instance since it last worked correctly.
Are you an admin for this Jira instance? If not, have you contacted your Jira Admins for additional assistance?
Have you reached out to Atlassian Support directly for assistance investigating the problem?
