In what type of space are you working? Click the ... button next to the Space name in the navigation panel on the left. Tell us what the last two lines of the pop-up say. It will be something like:
Software space
Company-managed
On which view are you trying to apply that filter? Can you provide a screen image of what you see?
You said that the filter is not listing the developers assigned to the project. In what manner have you "assigned" developers to the project?
Is the list populating with all the users that are actually in the Assignee field of the issues shown within the view?
