Is Text Gadget for Jira dashboard still available to  Display your specified HTML text on the dashboard.

 

As per this link it should be avaialble.

The documentation you found only applies for Jira Server/Data Center. For Jira Cloud you can download the Rich Text Gadget for Jira which is a free app.
