Tempo Timesheets: How to limit the scope of projects and issue types that users can submit work logs

I have a question. In tempo, the user can record the work log in the project or the document he has permission at will, which may cause inconsistency with the real time cost. Is there any way to limit the type of project and document the user can record the work log?
