Tempo: Planning Time follows 24-hour format since upgrade to latest version

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!
The "From" and "To" times should be in the 12-hour format, not the 24-hour format. Jira admin settings are correct. What else can cause this?
