The plugin is in an invalid state, DISABLED, that doesn't support a transition to enabled. Most likely, it was disabled due to a timeout.
one could be increasing the timeout and restart the instance

other could be checking plugins/installed-plugins DIR inside jiras install_dir and check if there maybe dupes for the specific plugins...
