Tagging users in JIRA comments - has this facility been removed from some users?

Hi there, 

We're implementing some software and using the 3rd party supplier's JIRA instance for our defect management, as is often the case. However, none of my colleagues or I can tag users in the comments, although the 3PS personnel can. I said they need to set the permissions but this was their answer: 

We checked this with Atlassian. This is now a feature of JIRA, if you don’t have a fully paid licence for your Jira login then you lose functionality e.g. the ability to tag or adding watchers 

- which sounds incorrect to me but it's a long time since I used JIRA. Has anyone encountered anything similar?

To tag users, you need to have the "browse users" global permission, granted by being a member of a group.

I am guessing that by "fully paid licence", they mean "Jira users", and you're not a Jira user, but just a Service Desk "Customer", who doesn't get "browse users"
