If you don't have permission to add apps to the Jira instance you use, then your request went to the administrators of that Jira instance.
Here we are a community of users of our own Jira instances. We are not administrators for your Jira instance.
You will need to reach out to the administrators of your Jira instance. If you don't know who that is, you might try contacting your local tech support team in your company, or the person who gave you access (or told you to access) that Jira instance.
