There are several types of edits that the business watchers would prefer not to get. Inboxes are being flooded when the watchers only want specific type of messages.

Is there a way to update a story with an option to not send email notifications.

Are they watchers on the issue? If so, they should expect to get changes on the issue, that's the point of being a watcher. You can create a custom watcher field with a special notification scheme that only sends alerts for some actions but not others, but that can be confusing. The business watchers could then just be a part of that field, and not the Jira system watcher field.

If you're referring to editing, each edit you make sends an email. So, you can change that in the notification scheme. However, this means if someone makes an important edit, you won't get an email for it. Otherwise, you can try to make less edits and saves. We instruct our users to not constantly edit when possible.
