Is there a possibility to rearrange my summary window so my Epic progress tile is not at the bottom of the screen but rather on the top of the screen?

No, it currently is not possible to customize the arrangement of the tiles in the Project Summary page.

Even though it’s been a while since you asked your question, I just came across some exciting updates.

I’ve actually been able to edit the summary for some clients recently. Unfortunately, I can’t find the relevant release notes for this. I’m not sure if this feature is only available to Premium users—but I suspect it is.
