Suggest to change mail address

i have a customer that changed his mail address, i have not managed accounts, if i suggest to change the address, will she retain all the old data?

Yes, users can change their own email address via their profile https://id.atlassian.com/manage-profile/email

It is important to do it this way and not to create a new account with the new email address.

Yes, everything will be saved, only the email address will be changes. If issues would be lost, that would cause a security issue.
