Subversion ALM assigning a specific file

Hi team, I have a Subversion ALM plugin in my Jira instance, is it possible that when I create an issue, I can assign a specific file in my subversion repository to a specific user?

You might copy the file url from the Subversion web client and paste it as external link into an issue and then assign the issue to a specific user.
