For Structure boards, we have the option to give access like View, Edit, and Control to the users of a Project role or a Group or Everyone. I want to give View access to an individual user. He should be able to view all the issues added to the structure. More of like a watcher. Is there any way I can give access to an individual user?

Since Structure version 6.0 it is possible to assign permissions to individual users. You can configure it in the same section at Structure | Manage Structures | Configure.

This functionality is only available in Structure versions 6.0 and higher. The latest Structure version that supports Jira 6.4.14 is the 3.3.5.jira6 version.
Structure 6.0 supports Jira versions 7.13 and higher.
