Stop Allowing Access to Add Components and Versions from within a ticket

Hi,

Does anyone have a behaviors script to stop users from being able to add Components and Versions during ticket creation? or perhaps another suggestion?

REmove their right to administrate the project?

Most scrum masters I know *really* like the ability to create what they need when they need it.
