Thanks for reaching out to the community,Yes it is possible in Jira cloud.there are two ways you can do
Option-1
i)Add the fields to View screen
ii)Remove from Edit screen for end users
iii)Keep fields on Edit screen
Option-2
Add the conditions in workflow transitions
