I would like my Jira to ring in OUtlook when i get a jira notification.  how do i do that so my computer plays a sound?

This is an outlook question, not Jira.  Jira will need to be sending you the notifications, but then you'll need to configure outlook on your machine to play the sound when a new email arrives from Jira.
