Somewhere I read that the current user, is not notified of their own changes

I can't find where I read where JIRA will not send out notifications to the person putting making the comment or change. 

I want the current user to get notified on a create issue event.  I added the current user to the create function in notification, but I was not notified.

You can configure the default user notification to notify them on all changes see Configuring the user default settings
