I am also facing the same issue. Specific users could not receive emails as new user invitations from Jira. I have check our Office 365 trace logs and Mimecast email security too but not get any luck.
If I change the invitation to me then it works but new users couldn't work.
Can someone help me?

Welcome to the Atlassian Community!
I saw that you created a ticket with our support related to this issue and they already removed the user from the suppression list.
Also, I went ahead and checked the entire domain and another 13 users appeared on the suppression list due to the same error:
5_50:550 Invalid recipient_
I removed all the bounces and if anyone else was not receiving notifications, it should work now.
