Just upgraded to JIRA Cloud from JIRA On-premise and some users are unable to share issues with other users by typing first letter of names and then selecting a user in the dropdown. These users must enter the completely type the user email just to be able to share issues. Other users do not have this issue and can do the auto select, find the name and then easily share the issue. We had this work in JIRA on premise.

Are the users that experience the problem able to successfully search for other users in other user picker fields?
Have you confirmed that the affected users have the Global Permission for Browse users and groups?
