Some users do not get normal UI interface when logging in. How do we fix that?

This is how JIRA currently looks like when I access it in my WE workstation. It is not loading properly where I could do some queries or log a defect. I also tried clicking the links but it does not go anywhere.

(Tried to include a screen shot, but it doesn't appear to copy here.)

There's nothing for us to work with here. We need more information.
