Some users are not able to add watchers - but are in Browse Users (Global Perm)

I have two users that are in multiple groups with the Browse Users set in Global Permission.

I have double checked as well as validated in Chrome/FF/IE.

We are running JIRA 6.4 in a Windows environment.

Do they have the project permission to "add and maintain watchers"?
