Smart Chips in Google Docs only working for JSM?

I am trying to use the smart chips in Google docs for JIRA and Confluence, but it appears that it only works for JIRA Service Management. 

Is that by design or a known issue?

Personally, I've never tried it, but the following resources suggest it is possible..

• I found this Google blog post on the topic, and
• this awesome video from K15t about using them with Confluence.

Thank you Dave, these are just the top search result I found on Google as well. 

The issue is that it does not work with Confluence or JIRA, only with JSM.
